Following the Secretary of State’s announcement of the Government’s intention to remodel the Vetting and Barring Scheme (VBS) back to proportionate “common sense” levels, the ISA registration phase of the scheme has now been stopped and was not launched on 26th July 2010 as intended originally.
The full details and scope of the remodel are still to be finalized and will be communicated as soon as information becomes available.
In the meantime, it’s business as usual in football, with existing FA requirements for criminal record checks continuing to apply for those working with children e.g. managers, coaches,
welfare officers, referees, first aiders and people who drive on behalf of clubs (not those who make private arrangements).
The priority is for those who have not yet had a check to complete one as soon as possible.
In conjunction with the original proposals, the CRB launched a new dual-purpose CRB/ISA Application Form (PURPLE) to be used from 1st July 2010, although the ISA Registration is now to be ignored until further notice.
The cost of the check for volunteers is free but is subject to a mandatory administrative fee of £15.
All affiliated Youth clubs, and other clubs who run Under 18 teams, i.e. those for whom it is mandatory to have a Welfare Officer appointed, should by now have received packs of information direct from the FA regarding the completion and submission of the new forms.
Guidance has also been issued to the registered County Verifiers in order for them to be able to process applications from individuals who are for the most part not attached to a specific club.
